Buying for Victoria identifies Maintenance Concepts Pty Ltd and a fixed AUD 896,000 contract for Apollo Bay Harbour's seawall, with a 20 July to 21 September 2026 period. The official owner design places a new gravity-block wall seaward of the existing structure. The record still lacks an award date, site-possession evidence, first physical operation, installed quantities, named lower tiers and acceptance.
One contract record now narrows the Stage 4 delivery package
Buying for Victoria controls the supplier, fixed value, current status and contract period. Great Ocean Road Coast and Parks Authority controls the wall location, design context, protected assets and wider programme. The period start is not a verified award or physical-start date, and the official visual is not current progress evidence.
Physical seawall delivery remains unverified after award
The contract now exposes the delivery party, value and planned period for a wall protecting the harbour slipway, depot and Fishermen's Co-op building. Delivery still depends on temporary stability beside the retained wall, concrete-pad and block placement, geotextile and fill control, tidal and slipway interfaces, survey and owner acceptance. A portal start field cannot establish those physical outcomes.

Contract and programme values require separate ledgers
The owner had described detailed design moving toward construction and, in May, said contractor appointment was approaching. The later state record identifies Maintenance Concepts and a 20 July contract-period start, but publishes no award or signing date. The AUD 896,000 contract belongs to a wider AUD 12.61 million harbour redevelopment that also contains depot, Co-op, viewing-deck, parking and pedestrian work. Until a package schedule links them, the programme value is neither this contract's price nor final cost. The official wall section is design evidence, not progress evidence.
