The official owner design places a new gravity-block wall seaward of the existing structure. The record still lacks an award date, site-possession evidence, first physical operation, installed quantities, named lower tiers and acceptance.

Buying for Victoria controls the supplier, fixed value, current status and contract period. Physical seawall delivery remains unverified after award

The contract now exposes the delivery party, value and planned period for a wall protecting the harbour slipway, depot and Fishermen's Co-op building. Delivery still depends on temporary stability beside the retained wall, concrete-pad and block placement, geotextile and fill control, tidal and slipway interfaces, survey and owner acceptance. A portal start field cannot establish those physical outcomes.

The owner had described detailed design moving toward construction and, in May, said contractor appointment was approaching.
