Two bids price Hawar's offshore intake and outfall
Bahrain Tender Board opened two bids for Hawar's separate offshore intake and outfall EPC package on 25 December 2025. The works serve a 1 MIGD SWRO plant but must be sized for an ultimate 3 MIGD production capacity.
Published scope and current milestone
Bahrain Tender Board lists the marine scope, one-year duration, bid count and opened values. The linked plant and storage tender records establish the three-package interface. EWA's current project page keeps the scheme in its future-project portfolio. Bahrain Tender Board has published neither an award nor a construction start.
Marine-system delivery and operating implications
The desalination plant is not one indivisible contract. EWA has separate competitions for the offshore system, the treatment plant and two storage tanks with forwarding pumps. The marine contractor must therefore deliver a tested interface into two other EPC packages, each with a different bidder field and contract duration.
Evidence conclusion
Testing, acceptance and operating evidence
Tender Board has published bidders and opening prices, not an award. Al Hassanain submitted BHD 12.889 million and Noble Development BHD 0.822 million for the marine package, both marked accepted at opening. That spread cannot be explained from the public table, and Tender Board says the lowest price is not necessarily awarded. The evaluation and signed scope are needed before the price gap can be interpreted.
