Hawar SWRO offshore intake and outfall tender

Bahrain's Electricity and Water Authority has split the New Hawar SWRO scheme into three EPC tenders: the desalination plant, an offshore seawater intake and outfall system, and two storage tanks with forwarding pumps. The first plant is sized at 1 MIGD, while the marine facilities and their auxiliary systems must allow for an ultimate 3 MIGD production capacity. Two bids were opened for the marine package in December 2025. The plant package received ten bids and the storage package received four.

Bahrain Tender Board opened two accepted bids on 25 December 2025: BHD 12,889,343.500 from Al Hassanain B.S.C. Closed and BHD 822,120.631 from Noble Development FZ LLC. Tender Board states that opened bids remain subject to technical and financial evaluation and that the lowest price is not necessarily awarded. No award is published in the official sources reviewed on 18 July 2026.
Execution window
The marine tender states a one-year contract duration. The linked plant tender states two years and the storage-and-pump tender 18 months. These are contract durations from the tender records, not confirmed start or completion dates; none should be sequenced from bid opening without award and notice-to-proceed evidence.
Works package
The marine EPC package covers design, procurement, construction, commissioning and testing of the offshore seawater intake and outfall for the new 1 MIGD SWRO plant. Tender notes state a 1,515 cubic metre per hour intake flow and require the intake, outfall and auxiliary systems to be sized for an ultimate 3 MIGD plant. Separate tender 4622/2025/3200 covers the 1 MIGD desalination plant. Separate tender 4623/2025/3200 covers two welded-steel ground storage tanks of 1 MIG each, forwarding pumps, chlorination and associated works.
Marine interfaces
The intake and outfall are a named offshore construction package rather than an inferred coastal interface. The public notice defines capacity and EPC responsibility but does not publish the alignments, pipe sizes, intake structure, diffuser arrangement, trenching or installation method. Those missing details limit marine-contractor qualification and coordination with the onshore plant.
Commercial evidence boundary
The two opened marine bids differ by more than an order of magnitude. The public table alone does not show whether the values reflect the same technical basis, attachments, exclusions or corrections, so the spread is a reason to wait for evaluation and award documents rather than rank the bidders. The ten plant bids and four storage bids also show that each package has its own competitive field and must be followed independently.
