Spain's Directorate-General for Water signed contract 08.346-0683/2111 with the Global Omnium Medioambiente-CICLAGUA-BECSA UTE on 17 July 2023 for EUR 20,793,692.54 excluding VAT. CHJ records the setting-out check on 18 September 2023 and the start of the 30-month execution clock on 19 September 2023; its current works register still lists the adaptation in execution. The 18,000 m3/day design combines conventional aerobic treatment with an anaerobic membrane bioreactor, tertiary treatment, a new sludge line, storm-overflow storage, deodorisation and an agricultural reuse connection. CHJ's 2025 ledger reports EUR 997,242.85 certified against modification 1 and EUR 854,404.65 against emergency lot 1. PLACSP's later 10 August 2026 modification record adds zero euros and zero months. These certified amounts are not contract-value changes, and the post-DANA flood-defence and setback package remains outside the main UTE ledger.

Works package
Adapt the existing Torrent plant, originally developed in the late 1970s and expanded in 1994, for 18,000 m3/day. MITECO's approved-project page gives 150,000 population equivalent, while CHJ's 2025 report gives 105,000 population equivalent at 350 mg/l BOD5; the two stated design loads remain a source discrepancy. The works include inlet and collector interfaces, screening and pumping, an anti-overflow storm tank, pretreatment, an aerobic bioreactor, secondary clarification, an anaerobic membrane bioreactor, tertiary treatment, deodorisation, a new sludge line and connection for agricultural reuse. MITECO reports 403.5 m3/hour peak flow and 1,875 m3/hour maximum flow, with effluent targets of 25 mg/l BOD5, 125 mg/l COD, 35 mg/l suspended solids, 10 mg/l total nitrogen and 1 mg/l phosphorus.
Marine interfaces
This is an inland wastewater and flood-resilience project, not a port, coastal or offshore package. Its relevant waterworks interfaces are live-plant continuity, collector flows, storm-overflow control, biological and membrane treatment, sludge handling, tertiary reuse, flood exposure, relocation or setback of workfronts and commissioning.
