The Júcar River Basin Authority administers the public hydraulic domain and water use across the Júcar River Basin District. Its remit combines hydrological planning, permits and concessions, drought and flood-risk management, hydrological monitoring, and the design, construction and operation of works financed by the authority or entrusted by the state. At Torrent, Spain's Directorate-General for Water awarded the main treatment-plant contract; CHJ supplies the owner-side technical record and is the delivery authority for the separate post-DANA emergency flood-defence and setback workfront.
