Mubarak Al-Kabeer Phase I EPC signed with CCCC at RMB 28.43bn
Kuwait's Ministry of Public Works and CCCC signed the Phase I EPC for Mubarak Al-Kabeer Port in December 2025. CCCC values the water-transport contract at RMB 28.43 billion. The award is confirmed; the executing subsidiary, detailed marine scope, subcontractors, mobilisation, construction quantities and completion schedule are not.
The project now has a signed parent-company EPC
KUNA records the 22 December 2025 EPC signing between Kuwait's Ministry of Public Works and CCCC. CCCC's exchange filing reports the RMB 28.43 billion value and water-transport classification. KUNA's February 2026 committee report describes continuing government follow-up without physical progress. The 2025 KUNA records distinguish the earlier study, design and pre-execution services contract from the later EPC. The Ministry yearbook supplies historical Stage One Part 2 context only. A CCCC executing subsidiary, downstream marine subcontractor, mobilisation, current quantity and acceptance evidence remain unpublished.
The filing names CCCC at parent-company level but no delivery subsidiary
The 22 December 2025 government record and CCCC's first-quarter 2026 filing agree on the Ministry of Public Works as client, CCCC as the Phase I EPC contractor and RMB 28.43 billion as the disclosed contract value. Neither record names the executing subsidiary, designer, dredging contractor, quay contractor, equipment supplier or local subcontractors. Detailed allocation across design, dredging, reclamation, quay works, equipment and logistics therefore remains unpublished.

The Phase I EPC is signed and CCCC reports RMB 28.43 billion. Kuwait's February 2026 committee release records government oversight but no notice to proceed, marine mobilisation or installed quantities. Historical Ministry quantities belong to an earlier Stage One Part 2 baseline and are not the 2025 EPC bill of quantities. The current public record also omits the issued scope and schedule, executing subsidiary, designers, subcontractors, marine fleet and certified progress.
