The Hong Kong regulatory filing defines the EPC consortium, price, project-company counterparties and whole-plant design-to-warranty scope. Its broad civil and commissioning language does not identify a separate seawater, cooling-water or marine package, accepted design, permit, or mobilisation date.

EWEC confirmed TAQA's 60 per cent project-company stake, the international consortium's 40 per cent stake, a PPA through 2050 and a 2029 commercial-operation forecast. Award and PPA execution establish the development structure; they do not prove financial close, notice to proceed, marine scope or construction progress.

EWEC issued the Taweelah C RFP on 24 July 2024 and received three proposals on 8 September 2025. On 3 June 2026, EWEC awarded the 2.6 GW IPP to TAQA with Aljomaih Energy and Water Company and Sembcorp Industries, signed the PPA through 2050, and forecast commercial operation in 2029. Energy China's 4 June Hong Kong regulatory filing records a USD 1.687 billion EPC contract with a 32-month duration and scope from design and manufacture through civil works, commissioning, acceptance and warranty support. Siemens Energy identified three gas turbines, two steam turbines, five generators and auxiliary systems on 16 June, and Energy China reported the EPC execution meeting, contract-signing ceremony and interface-coordination setup on 17 June. Al Jomaih's 19 December 2025 mechanical role names cooling-water-system knowledge and piping oversight; its 25 June 2026 BOP role names existing-plant tie-ins, permits, surveys, studies and commissioning under the 2.6 GW execution scope. The job pages expose owner-side interface review but are not controlled design documents, and the older page's 2.4 GW description differs from the later award. Seawater abstraction, outfall, discharge route, dredging, cofferdam, pipeline, shoreline crossing, marine contractor, marine permit and marine mobilisation are not defined in the published scope. The nearby Taweelah RO desalination plant and legacy Taweelah facilities remain context only.
