Taweelah C is a 2.6 GW CCGT project under a signed PPA and a USD 1.687 billion, 32-month EPC contract. Al Jomaih's project-specific staffing records now expose owner-side cooling-water-system review, existing-plant tie-ins, permits, surveys and commissioning interfaces, but they still do not define seawater abstraction, discharge, pipelines, dredging or a marine-civil package.

Lead developer recruited for BOP execution and existing-plant tie-ins

Al Jomaih's Taweelah C BOP role assigns owner-side oversight of the 2.6 GW EPC, surveys and studies, permits, commissioning and tie-ins to the existing plant. This is an execution-interface and staffing signal, not evidence that a tie-in has occurred or that any intake, outfall, pipeline, dredging or marine package exists.

Energy China reported an EPC execution meeting and contract-signing ceremony

The contractor-side record shows AEW, Sembcorp and Energy China establishing project execution and interface-coordination mechanisms after contract award. This is evidence of contract-performance setup, not site mobilisation, construction commencement, a confirmed cooling-water design, or physical marine works.

Energy China disclosed the USD 1.687 billion EPC contract and 32-month duration

The Hong Kong regulatory filing defines the EPC consortium, price, project-company counterparties and whole-plant design-to-warranty scope. Its broad civil and commissioning language does not identify a separate seawater, cooling-water or marine package, accepted design, permit, or mobilisation date.

EWEC awarded the IPP and signed the power purchase agreement

EWEC confirmed TAQA's 60 per cent project-company stake, the international consortium's 40 per cent stake, a PPA through 2050 and a 2029 commercial-operation forecast. Award and PPA execution establish the development structure; they do not prove financial close, notice to proceed, marine scope or construction progress.

Developer staffing record named cooling-water-system review

A Taweelah C mechanical and piping role requires cooling-water-system knowledge and oversight of EPC piping design, construction testing and handover. The same page describes the plant as inland and uses a 2.4 GW figure that differs from the later 2.6 GW award, so it is role-level interface evidence rather than a controlling design or marine-scope record.
