Andaman Lakshadweep Harbour Works closed its two-cover EPC recall for 450 metres of seawall and shore protection at Mus on 6 May 2026. The portal still lists evaluation without an AOC. Ministry records retain an INR 471.3 million sanctioned scheme, an INR 421.3 million 2026-27 provision and proposed NTCPWC design revalidation, while IIT Madras is listed separately for PMC services.

The procurement is in post-bid evaluation

The CPPP pages supply the recall ID, EPC route, INR 431.74 million tender estimate, EMD, dates, headline scope, 457-day period and evaluation-stage status without an AOC. The ALHW corrigendum confirms the extended deadline and technical opening. Ministry records separately establish the revised INR 471.3 million sanction, 450-metre protection line, 150-metre approach, proposed NTCPWC design revalidation, expenditure history and 2026-27 budget provision. IIT Madras names the PMC assignment; CWPRS supplies the harbour and shoreline-model context.

Budget allocation and contract award answer different questions

The INR 431.74 million tender estimate, INR 471.3 million scheme estimate and INR 421.3 million 2026-27 provision describe different commercial boundaries. None identifies the accepted EPC price or contractor. Ministry reporting links the 450-metre protection line and 150-metre approach to changed shore-profile conditions, so the revalidated geometry affects armour demand, toe and filter design, island logistics, temporary access and the construction programme.

Evidence conclusion

Design and contract baselines remain open

The current evidence places Mus at tender stage. The 457-day period has no public start date, and the status page names no successful bidder. IIT Madras consultancy project IC24250011OEANDA008130 establishes a PMC role without establishing the EPC award. The published tender synopsis also does not show whether NTCPWC's revalidated alignment, cross-section and the sanctioned 150-metre approach were carried unchanged into the recalled package.
