Works package
The tender synopsis names 450 metres of seawall and shore protection. The ministry's 2024-25 annual report describes a sanctioned 450-metre shore-protection line with a 150-metre approach and says the intended outcome is to limit land erosion and harbour-basin accumulation. It also records proposed NTCPWC design revalidation after changes in the shore profile. The published synopsis does not show whether the 150-metre approach or the revalidated geometry was carried unchanged into the recalled EPC package.
Marine interfaces
Mus lies on Car Nicobar's exposed coast beside a harbour formed by a 490-metre breakwater and a lee-side jetty. CWPRS recorded shoreline change within the harbour and used numerical modelling to examine the proposed seawall. Wave loading, toe support, graded filters, armour grading, quarry-to-island logistics and temporary access therefore sit on the same delivery path as adjacent-shore erosion or accretion monitoring. The reported change in shore profile makes the final design basis and survey date commercially significant.
Commercial evidence boundary
The INR 431.74 million tender estimate is not an accepted contract price. Separately, the ministry's 2026-27 works statement lists an INR 471.3 million scheme estimate, INR 11.8 million actual expenditure to the end of 2024-25, no probable expenditure during 2025-26 and an INR 421.3 million provision for 2026-27. Those are programme-budget entries rather than evidence of EPC award, physical progress or payment under the recalled tender.
