Langstone's Jackson award opens ECI, not the construction site
Havant Borough Council selected Jackson Civil Engineering at GBP 14 million excluding VAT for Langstone's one-kilometre coastal-defence scheme. The UK6 release still marked the contract pending and estimated a later signature. Planning officers subsequently recommended conditional permission, while Coastal Partners targets April 2027 for physical works. Selection identifies the preferred contractor; it does not establish contract execution, consent, mobilisation or installed progress.
Selection precedes contract, consent and mobilisation
Find a Tender establishes Jackson's selection, value and pending status. Coastal Partners establishes the owner programme, funding and pre-construction surveys. The Havant committee report recommends conditional permission but is not a final decision notice. No official source reviewed through 8 August 2026 confirms contract execution, final planning permission, an MMO licence, Jackson's downstream supply chain or site mobilisation.
Contract value, programme funding and physical works are different ledgers
The scheme must integrate sheet piles, concrete walls, flood glass and gates with a live tidal frontage, the only road to Hayling Island, public routes, listed buildings and internationally protected harbour habitats. ECI is where Jackson and the owner can close buildability, access, utility, ecology and programme risks before the two restricted construction seasons. Reporting the award as a works start would conceal that risk-resolution stage.

The selected Jackson award is GBP 14 million excluding VAT, equivalent to GBP 16.8 million including VAT. The owner's separate funding contributions describe the programme envelope rather than contract spend. NEC4 execution, final planning approval, the MMO licence and April 2027 mobilisation remain unconfirmed until the corresponding owner, consent and dated site records are published.
