Honiara outfall programme carries two unreconciled design bases

ADB still lists Honiara's new wastewater-outfall works at bid-document stage. The 2023 EIA designs a 350 m by 400 mm NRH line and a 500 m by 800 mm Ranadi line. Solomon Water's 2025 plan also repeats an older three-outfall basis with a 900-1,000 m by 357 mm NRH line and a 500 m by 312 mm Soap line. No public tender reconciles the two versions.

What changed

ADB records two rehabilitated outfalls complete, 3.2 km of sewer constructed by 30 June 2025 and bid documents for the new works still in preparation. The February 2023 EIA defines the 350 m NRH and 500 m Ranadi pair. Solomon Water's 2025 plan reproduces an older three-outfall basis with a much longer NRH line and smaller Soap line, then separately carries NRH and Ranadi package values and a Q2 2027 planning date. ADB's August 2022 Goodwood land plan records a replacement short beach outfall and a long-term move to a single Soap outfall. That history helps explain the competing public baselines but does not establish an award for the later NRH and Ranadi lines. EIB's related facility excludes the new pump stations and sea outfalls.

Why it matters

A 350 m, 400 mm pipe and a 900-1,000 m, 357 mm pipe are not the same marine package. The change affects material quantities, pumping duty, work fronts, marine plant and duration. Solomon Water separately carries USD 13.2 million for NRH and USD 23.8 million for Ranadi, but those are planning values rather than awards. EIB's related facility leaves the new pump stations and sea outfalls outside its financing scope.

What remains open

Final marine geometry remains unresolved in the public record, in addition to the works being unawarded. Until the tender fixes the number of new outfalls, lengths, diameters and discharge points, suppliers and contractors should treat both published designs as history rather than executable scope.
