Contract route
The Ministry issued international RFB GD-MOIID-420385-CW-RFB on 18 August 2025 for coastal revetment, gabion baskets and rock armour, with technical criteria weighted 70% and cost 30%. The tender-stage notice stated an 18-month construction period, while an older procurement plan carried a December 2026 planning date. Neither is treated as the current completion baseline because the signed contract records publish no notice to proceed, commencement date, site possession or revised completion date. Public evidence currently stops at contract award and World Bank no-objection.
Works package
The ESMP defines Lot 1 at Soubise as a 120 m reinforced-concrete walkway over the existing gabion wall with revetment rehabilitation, a new and upgraded boat-ramp interface, and 60 m of stepped concrete revetment with drainage and accessible steps and ramps. Lot 2 covers 200 m of southern rock-revetment work and rehabilitation plus 340 m north of the river mouth, using geofabric, graded core stone, toe excavation and two armour layers specified at 300-600 kg. The same design baseline includes a separate 100 m Marquis Lot 3 rock revetment, but no cited contract record confirms that package as awarded. The detailed Lot 1 scope states a 26 m new boat ramp while the equipment summary says 20 m; the accepted drawing or bill of quantities is needed to resolve that discrepancy.
Marine interfaces
Soubise's Eastern Main Road lies roughly 10-20 m from the shoreline, homes and commercial uses sit close to the water, and artisanal fishing and small-boat access continue in the nearshore zone. Lot 2's anticipated equipment list includes flat-deck barges, tugs or push boats, a heavy-lift crane barge, diver support, RTK-GPS and turbidity curtains. The key interfaces are in-water toe excavation and armour placement, river-outfall and drainage behaviour, road and community access, fishing-facility and boat-ramp continuity, turbidity control, and safe haulage through populated routes.
Commercial evidence boundary
The two World Bank records sum to USD 5,747,307.91, comprising USD 1,603,696.86 for Lot 1 and USD 4,143,611.05 for Lot 2. This total supersedes an older USD 4.2 million planning estimate for the awarded Soubise scope but does not establish a price for Marquis Lot 3. The ESMP names Mon Rush for aggregates and Mt. Hartman for armour rock only as potential licensed sources; it does not prove a purchase order, final quarry selection, haulage subcontract or material acceptance. No lower-tier works or marine-plant provider is publicly assigned.
