Grenada signs two Soubise coastal-protection lots while Marquis remains unawarded

Grenada now has two signed Soubise coastal-protection contracts worth USD 5,747,307.91 in aggregate. General Earth Movers-UEM Inc. holds Lot 1 South and Construction and Industrial Equipment holds Lot 2 North. The safeguards design still shows a separate Marquis Lot 3, for which no current award record was found.

Two Soubise works contractors are now confirmed

World Bank records 1885376 and 1885375 control the Lot 1 and Lot 2 suppliers, values, signature and no-objection dates. The Government RFB controls the original procurement identity and tender-stage duration. The final ESIA and ESMP define the three-lot design, Alpha Engineering & Design role, detailed quantities, anticipated plant, material-source assumptions and safeguards. They do not prove mobilisation or final supplier selection.

The awarded boundary stops before Marquis Lot 3

The award split creates two adjacent delivery fronts around an existing gabion wall, boat access, a fishing facility, a river mouth and the Eastern Main Road. Lot 2's design basis anticipates barges, tugs, a heavy-lift crane barge, divers and survey control, while both lots depend on armour grading, quarry logistics, traffic management and nearshore environmental controls. Treating the corridor as one undifferentiated award would hide both the contractor interface and the still-open Marquis package.

Evidence conclusion

Soubise mobilisation and lower tiers remain unconfirmed

The legal supplier gap is closed for Soubise and remains open for Marquis. World Bank records show both Soubise contracts signed on 27 April 2026 and report no-objection on 18 May, but contain no notice to proceed, site possession, mobilisation, subcontractor, installed quantity, completion or acceptance field. The ESMP names Alpha Engineering & Design as design and supervision consultant and identifies Mon Rush and Mt. Hartman only as potential material sources. Its detailed scope says the new Lot 1 boat ramp is 26 m, while the equipment summary says 20 m; an accepted contract drawing or bill of quantities is required before using either as the contractual baseline.
