Coverage and interpretation

How the records are assembled

World Bank Projects & Operations, ADB IATI, IDB, AfDB, AIIB, EIB and EBRD rows are financed-project candidates. EIB combines the complete public financed-project and pipeline lists by eight-digit project ID: 29,690 financing-contract rows represent 16,294 financed projects, 4,704 pipeline rows overlap 3,895 of those IDs, and the merged cycle contains 17,103 projects. The marine and water screening rules retain 1,611 candidates, including all 1,322 records officially classified in Water, sewerage. An EIB-listed promoter is not a contractor, supplier, winner or subcontractor; signed or proposed EIB financing is not total project cost or contract value and does not establish procurement, mobilisation, delivery, completion or acceptance. ADB Operational Procurement rows are awarded-contract leads from the official monthly workbook; the named contractor and source-reported ADB-financed amount are retained, but the workbook does not expose currency or full contract value and does not establish consortium members, subcontractors or delivery status. World Bank IPF Contract Awards rows are signed contract records linked to their parent project, awarded suppliers and committed USD value; the official dataset excludes subcontract awards and cofinancing. IDB, TED, UK Find a Tender and CanadaBuys rows are procurement procedures already merged across related notices where the official identifiers permit it. France BOAMP rows merge linked national notices from March 2015 onward and retain buyers and published awardees where present; those fields do not prove contract signature or delivery, and lower-value procedures may be published through other permitted channels. Spain PLACSP rows combine the national hosted-profile and regional aggregation feeds, merge updates by the official entry ID and retain buyers, awardees, values and contract dates where published. Both feeds exclude minor contracts, the historical backfill is still progressive, and none of those fields proves mobilisation or delivery. Netherlands TenderNed rows merge exact buyer procedure IDs across OCDS notices and retain buyer, supplier, award, contract and notice-stage evidence. The official dataset refreshes every half-year, European notices can overlap TED, and none of those fields proves executing roles, subcontracting, mobilisation or delivery. IDB award notifications do not name a winner in the open dataset, so none is inferred. USAspending rows are U.S. federal prime contract awards with recipient and award-value evidence retained from the official source. Where USAspending reports linked subawards, named subrecipients, scope, dates and values remain explicitly labelled as official reporting rather than verified IMWO facts. AusTender rows combine six official annual resources for 2014-15 through 2019-20 with incremental OCDS API coverage. The awarded supplier and disclosed AUD value are retained; the records do not establish subcontractors, current completion or annual spend. Buy NSW rows add state-government contract awards from eight annual notice reports, retaining the contracting agency, named contractor and disclosed AUD value without treating those fields as evidence of subcontractors, progress, acceptance or expenditure. New York State Authorities rows add eight fiscal years of official Design and Construction/Maintenance procurement contracts. Annual rows are merged by transaction identity; the authority-reported vendor, contract amount and cumulative expenditure remain separate, and the annual OPEN or COMPLETED field is not treated as proof of mobilisation, physical completion, acceptance, payment or final account. Queensland State rows add statewide historical disclosures plus current water, waterways, reconstruction, environment, development and pumped-hydro contract datasets from the official CKAN DataStore. Physical marine and water awards retain the named contractor, disclosed AUD value and original date precision without converting either into evidence of subcontractors, progress, completion, acceptance or actual spend. Queensland TMR rows add six annual CKAN DataStore contract resources, retaining physical dredging, harbour, boat-ramp, jetty, pontoon, navigation-aid and coastal awards with the named contractor and disclosed AUD value. Variations are merged without treating contract values as evidence of actual expenditure, progress, acceptance or subcontractors. Tenders WA adds adaptively date-split official contract searches for Western Australian marine works, retaining 104 awards with named contractors and disclosed AUD values after excluding place-name, professional-services, goods, vessel and land-side matches. UNOPS Open Data rows add annual 2018-2026 purchase-order and tender coverage for physical marine and water works. A named purchase-order supplier is retained only as the UNOPS supplier of record, not inferred as the prime contractor, executing contractor, installation contractor or subcontractor. Repeated rows are grouped by purchase-order identifier and published row amounts are never summed or presented as contract totals; tender notices do not receive an inferred awardee. A procedure may cover one package, several lots, a framework, or part of a larger physical project.

Project-family grouping. The project-family view keeps institutions separate and uses exact official project IDs for World Bank, IDB and project-level ADB, AfDB, AIIB, EIB and EBRD records. World Bank and IDB package records link only through an exact official parent ID. Otherwise-unlinked ADB award rows group only by exact official project name plus country; ambiguous names remain unresolved. No fuzzy entity merge is published. Family counts, supplier names and World Bank committed USD values cover only linked rows in this discovery index; they are neither a complete project account nor evidence of contracting, mobilisation, delivery or acceptance.

Project tracker. Discovery rows remain leads. A record enters the project tracker only after the physical asset, scope, parties, current phase and supporting sources have been independently confirmed.
