Capital Channel Deepening
Brazos Phase 2 links 7 million yd3 to a three-dredge delivery chain
Brazos Island Harbor Phase 2 is unusually legible at the award-to-field boundary. The owner defines approximately 7 million cubic yards across a 13-mile, 10-foot channel deepening. The federal ledger names Callan Marine and reports USD 109.240 million in current obligations, while an amended navigation notice traces the field sequence from General Marshall and General Bradley to General MacArthur with pipeline routed to confined Placement Area 5B.
The current federal ledger is above the rounded award announcement
USAspending identifies the legal recipient, current obligation, period, competition and contract form. The owner award release describes the 13-mile, 10-foot, 7 million-cubic-yard scope. USACE reports current construction status, the named dredges and the Placement Area 5B route. Accepted quantities, contract-specific final surveys and closeout are not published.
A named plant transition makes the delivery chain visible
Most capital-dredging records stop at either an award value or a broad programme milestone. Here, contract, scope, plant and placement route can be connected without assigning unverified production. The July 2025 notice shows two dredges demobilized and a third mobilized, but it does not state whether the switch reflected planned sequencing, maintenance, productivity, quantity growth or schedule recovery. That distinction matters before using the project as a benchmark.
Evidence conclusion
Accepted quantities and depth remain unpublished
The Port and USACE announced a rounded USD 104 million award in August 2024. USAspending now reports USD 109,239,688.73 in obligations and a federal period through 4 June 2026. USACE currently keeps the project in construction and says new-work dredging is continuing toward FY2026 completion. The evidence supports active capital delivery and a USD 5.240 million movement above the rounded announcement baseline. No cited source explains that movement or confirms final 7 million-cubic-yard achievement, accepted 52-foot depth, Placement Area 5B acceptance or contract closeout.
Outstanding evidence
- Transaction-level explanation for the USD 109.240 million obligation
- Final measured quantity against the 7 million yd3 estimate
- Contract-specific pre- and post-dredge hydrographic surveys
- General MacArthur production window and demobilisation
- Placement Area 5B environmental and capacity acceptance
- Certified 52-foot channel depth for Segment B
- Completion certificate, final payment and contract closeout
- Named lower tiers and reported subaward actions
