Luderitz SWRO has two study chains, not one disclosed contract

Toyota Tsusho is the named proponent for a METI-supported renewable-energy seawater-desalination feasibility study in Namibia's Karas Region. Luderitz Town Council connects that study to NamWater, an approximately 100,000 m3/day concept, photovoltaic power, a February 2027 study target and allocated land. NamWater's separate bathymetry and salinity-dispersion RFP establishes marine investigation demand but still has no published consultant award.

A named feasibility lead now sits beside an unresolved marine-study procurement

Toyota Tsusho's official release establishes selection of the Karas Region feasibility study under METI's programme. Luderitz Town Council supplies the NamWater MoU, approximately 100,000 m3/day concept, photovoltaic facility, February 2027 target, 2028-2031 expectation and allocated-land signal. NamWater's bid page establishes the separate bathymetry and salinity-dispersion RFP. Consultant award, contractual linkage between the studies, final marine site, intake-outfall design, permitting, EPC award and construction remain undisclosed.

The marine package remains at investigation stage

The distinction controls opportunity mapping. Toyota Tsusho's programme may shape plant, power and water-supply feasibility, while SC/RP/NW-011/2026 may place hydrographic and dispersion work through a separate consultant. Combining them prematurely would hide an open consultancy award and overstate Toyota Tsusho's disclosed scope.

Evidence conclusion

Track the two workstreams separately until an owner document joins them

The project has moved beyond a generic desalination concept: the client, feasibility proponent, capacity concept, land interface and study timetable are now identifiable. The marine work remains at investigation level. Final site selection, survey consultant, intake and outfall geometry, environmental route, renewable-power configuration, financing and delivery model are still required before an EPC or marine construction package can be read with confidence.
