Contract route
Port of Rotterdam used a European negotiated procedure with prior competition under internal reference i.001385 and a UAV-GC design-and-construct form. The December 2024 notice allowed up to four parties into the award stage and said only engineering would be instructed initially; execution would follow after conditions including permits and FID by Gate and the Port. Gate announced FID on 13 January 2026. TenderNed's award announcement published 11 February records the Hakkers-De Klerk combination as supplier and a contract signature on 6 February. Execution window
The original notice stated a two-year duration. Gate now plans start-up around the end of 2028, while Port of Rotterdam says the 160-metre berth is expected in the second half of 2028. Rijkswaterstaat notices published 20 and 23 March name De Klerk in project-specific soil or dredged-material application and construction-discharge activities. Harbour Master notice 050/2026 removed the Yukonhaven red harbour light from 6 April to 31 August because of construction in and around the basin. These sources support mobilisation and early works, not completion of the full marine scope.

The award-stage description covers a roughly 160-metre jetty for seagoing and inland vessels at about NAP -10 m nautical depth, with future deepening capability to about NAP -13 m; a roughly 200-metre north-side combi-wall connecting to Jetty 3; mooring dolphins and walkways; a roughly 145-metre fender and mooring structure; and dredging, coastal and shore works to enlarge Yukonhaven. The procurement also contemplated an unspecified part of future Jetty 5 while excluding Jetty 6. Gate separately places shore power within the operator-side project interface.
