Source basis

The authority states that it manages, operates and develops Rotterdam's port and industrial area. Its infrastructure departments develop and maintain the area, and it owns about 89 kilometres of quay walls. The Municipality of Rotterdam and the Dutch State are the shareholders. The Harbour Master's Division performs public traffic-guidance, inspection and incident-control duties assigned by government bodies; that public role is not treated as interchangeable with the authority's commercial landlord or works-client role. On Yangtzekanaal, the authority is the owner-side programme source, while Hakkers, De Klerk and Van Oord execute named works. Phase A, the current inland-shipping quay and later channel dredging remain separate packages.
