Yukonhaven Jetty 4 crosses from conditional D&C into early works

Yukonhaven Jetty 4 now has three public confirmations needed to move beyond award: Gate took FID, TenderNed records the Hakkers Waterbouw-De Klerk combination and two Rijkswaterstaat notices plus a Harbour Master restriction support early field activity. No accepted scope baseline has been published. Public dredging volume moved from about 450,000 m3 at tender to about 350,000 m3 at award, and price, workshares, plant and lower tiers remain undisclosed.
A signed combination and April works signal replace the earlier conditional award state
TenderNed proves the conditional D&C route, winning combination and contract date. Gate proves FID and the operator's end-2028 start-up target. Port of Rotterdam publishes the current berth length and second-half-2028 expectation. Rijkswaterstaat and Harbour Master notices support early works but do not publish installed quantities or full package allocation. The EUR 0 field is treated as non-disclosure.
FID and project-specific notices resolve the tender's main execution boundary
The 2024 D&C notice explicitly said only engineering would be instructed first and that physical execution depended on permits and FID. A contract signature alone therefore could not prove construction. Gate's January FID and the De Klerk and Harbour Master notices provide the later confirmation needed for an early-construction classification while preserving the difference between mobilisation, installed quantities and accepted completion.
