TED award notice 326986-2026 records two works contracts under one phase-one procedure. Contract 2025.60.04_OCELIAN_LOT 1 concluded on 1 August 2025 at EUR 34,317,079.42. Contract 2025.60.06_SPIE_LOT 2 concluded on 28 October 2025 at EUR 10,295,900. Publication followed on 13 May 2026, making that date a disclosure event rather than either award date. The notice says subcontracting was not known.
Execution window
HAROPA's current programme places phase one in 2025-2028 and the first operators in 2028. Its September 2025 public materials used an end-2027 construction objective before operating release. The July 2026 schedule and work notices supersede the earlier presentation for current sequencing. Neither the programme nor the start of piling proves completed quays, accepted jetties, an opened basin or operational service.
Works package
Lot 1 covers excavation of the first basin section, site levelling and the river and port structures, including quays, pile-supported jetties, banks and the basin opening. Lot 2 covers roads, dry and wet networks, power, lighting, telecoms, water, wastewater, stormwater, public realm, landscape and urban furniture. The owner brochure identifies South Quay sheet piles, east and west jetties, 1.3 million tonnes of excavated material, a basin bypass route and the later removal of the plug separating the basin from the Seine.
Marine interfaces
The new basin enters the Seine beside the existing Ile du Bac riverfront and the Andresy barrage at the Seine-Oise confluence. Delivery joins excavation, sheet-pile quay walls, driven jetty piles, retaining structures, river loading by conveyor, barge export, live inland navigation, temporary access and eventual basin opening. HAROPA reports approximately 60% of excavated material reused on site, 25% moved by river and less than 20% by road; these are logistics plans and reported controls, not a final reconciled material ledger.
Commercial evidence boundary
The two TED lots total EUR 44,612,979.42. HAROPA's September 2025 owner update gives an approximately EUR 150 million whole-project investment and says EUR 62.5 million had been committed to studies and phase-one works, while an older owner overview still shows EUR 122 million of public investment. Those figures describe different dates and boundaries and must not be blended with the two contract awards. Final payments, variations, lot-level earned value and the downstream participant values remain unpublished.
