Sharakat is the current identity used by Saudi Water Partnership Company, a Ministry of Finance-owned entity established in 2003 and expanded by Cabinet decision in 2017 to act as principal buyer of desalinated, treated and untreated water. It tenders and manages public-private partnership projects across seawater desalination, water purification, sewage treatment, strategic reservoirs, transmission systems and dams. Its owner-side work includes demand and procurement planning, competitive tendering, offtake agreements, wholesale water purchase and sale, contract management, and coordination of land, fuel, electricity, feedstock, interconnection and government-approval interfaces. For coastal desalination, that role can define the project company, water-purchase structure and intake-outfall obligations, but it does not make Sharakat the marine designer, EPC contractor, asset operator or statutory regulator. At Ras Mohaisen, its records control the agreements, sponsor structure, financial close and phased production schedule; the L&T-Lantania delivery chain and project company remain responsible for execution and operating evidence.
