The Egyptian maritime authority pages establish Damietta Port Authority as the named authority for the port and describe the entrance channel, breakwaters, harbour basin and common marine services. AIIB and lender documents place the Terminal II quay walls, excavation, access-channel and basin dredging, utilities and boundary connections with the port authority. The concession company financed and delivered the terminal superstructure and equipment and now operates it. Commercial service beginning on 14 February 2026 therefore confirms an operating terminal, not final 3.3 million-TEU output, completion of every rail lane, or acceptance of future maintenance dredging.
