At Bridgetown Fisheries, World Bank contract 1841608 names the Barbadian contractor COW at USD 8,482,143.17 for the breakwater repairs. Its description says the contract was signed on 4 March 2025, an implementation report says 14 March and works started, while STEP shows 21 June. Major armour works were in place by November and the complex was used in May 2026, but an accepted as-built survey, owner handover and final account have not been published.

Published scope and current milestone

The World Bank contract API confirms C. O. Williams, USD 8,482,143.17, BB-BPI-462298-CW-DIR, Direct Selection and Prior review. Its description embeds a 4 March 2025 signing date. The April implementation report instead gives 14 March and says work started, while the later STEP plan and structured contract field show 21 June. Fisheries' July anniversary update shows reconstruction active in June. The World Bank's September feature describes imported Norwegian armour rock, diver-guided alignment and geo-referenced placement. On 18 November the project team said the arm and corner were rebuilt while capping, the full 4.1-metre crest, jetty replacement, access-road removal and navigation-light decisions remained. Operation Tempest used the complex in May 2026. No cited source contains the executed contract, a correcting chronology notice, completion certificate, owner acceptance or final account.

Coastal delivery and performance implications

A confirmed contractor and amount do not resolve every contract milestone. Contractors, fishers and insurers need to distinguish award identity, signing chronology, rock placement, restored navigation, engineer certification and owner acceptance. Bridgetown now has strong commercial and physical evidence, but three conflicting signing dates and no formal close-out record.
