The federal record also reports narrow subawards to Healy Tibbitts Builders for a project charter agreement and Marine Fenders International for an Ocean Guard mooring buoy. Oceanetics' wider capabilities do not prove which activities it will self-perform on Wharf V5 or that installation and Navy acceptance are complete.
