Source basis

The Ports and Navigation Act establishes NMPA as a corporate authority, gives it exclusive control of Nauru ports and assigns it port planning, operations, navigation, safety, security and environmental functions. NMPA's own pages identify it as manager and operator of the national maritime gateway at Aiwo. That statutory and operating role is separate from the Government of Nauru and Ministry of Finance's project and grant responsibilities, China Harbour Engineering Company's construction contract, and ADB and GCF financing. The 2025 port manual confirms that the new berth is in use, but also records ongoing dredging and construction. Operational vessel calls therefore do not prove completion or acceptance of the full redevelopment.
