Tuas' outfall was substantially complete four years before system commissioning

PUB records Tuas WRP's 1.8 km nearshore outfall and other Contract 1A permanent works substantially completed on 14 August 2023. In December 2025, however, the wider DTSS Phase 2 programme was only about 80% complete and Tuas WRP 57%; phased commissioning remains scheduled from 2027.

Published scope and current milestone

PUB's December 2023 newsletter dates substantial completion of the nearshore outfall and Contract 1A permanent works to 14 August 2023. The June 2021 newsletter fixes the pipe at 1.8 km and 1.2 m to 3 m diameter. June and December 2025 updates show the wider programme and plant still incomplete, and PUB's current DTSS page retains phased commissioning from 2027. Civil completion therefore does not establish first discharge, environmental acceptance or sustained operation.

Marine-system delivery and operating implications

An installed discharge route is not an operating discharge system. Tuas separates the outfall contractor's civil milestone from treatment-process readiness, influent conveyance, MEICA completion, connected hydraulic tests, effluent compliance, environmental monitoring and the owner's operating release. That distinction changes both commercial targeting and the evidence needed to claim delivery.

Testing, acceptance and operating evidence

PUB's August 2023 update confirms substantial completion of the 1.8-kilometre outfall package, including its marine civil scope. It does not show that the wider Tuas system was ready to discharge. Treatment trains, influent shafts, power, controls and plant hydraulics still have to be connected before wet commissioning can test flow, leakage, capacity and instrumentation. Discharge authorization, treated-effluent quality, receiving-water monitoring and repeat compliant operation will establish the operating result during the phased 2027 commissioning programme.
