Role in marine infrastructure

Autoridad Portuaria Nacional is Peru's technical port authority under the Ministry of Transport and Communications. It plans the National Port System, promotes investment and coordinates public and private participants. Its Operations and Environment Directorate supervises port operations, infrastructure use, services and environmental performance; the Technical Directorate regulates port aquatic areas, reviews infrastructure and equipment files and supervises execution. APN reported more than 132 million tonnes handled in 2025. At Callao, APN procured the 2025-26 access-channel and inner-roadstead maintenance dredging, announced the campaign and published its environmental reports. Terminal concessionaires, Jan De Nul, survey and laboratory providers and maritime-safety authorities retain separate operating, delivery and statutory roles.
