PSPC awarded Christian Larocque Services LTEE CAD 347,878.45 contract EC015-221514/001/PWJ on 29 November 2021 to reconstruct the containment cell at Saint-Edouard-de-Kent Harbour for Fisheries and Oceans Canada Small Craft Harbours. Harbourside Engineering, the retained prime consultant and designer, says the project was completed in March 2022 after replacing the existing cell within its footprint with a deeper lined facility, a crushed-sandstone perimeter berm and riprap. A separate 2026 four-channel dredging contract names ASDR Canada Inc. at CAD 1,358,150; that later package includes Saint Edouard Channel but is not the containment-cell construction contract.

Project anatomy

Contract scope and delivery roles

Client / authority
Fisheries and Oceans Canada - Small Craft Harbours, with Public Services and Procurement Canada managing design and construction procurement
Delivery parties
Christian Larocque Services LTEE - construction prime under EC015-221514/001/PWJ, Harbourside Engineering Consultants - prime design consultant and tender/construction technical support, Survey, testing, trucking, disposal, stone and other lower tiers - not named in the cited public records
Contract route
PSPC issued open competition EC015-221514/A for DFO Small Craft Harbours and awarded the lowest-price bid to Christian Larocque Services LTEE on 29 November 2021. CanadaBuys records CAD 347,878.45 and General Marine Construction Work. Harbourside identifies a separate client engagement for design, geotechnical investigation, tender documents, environmental support and construction-phase technical queries but publishes no consultant fee.
Execution window
The tender required completion by 31 March 2022. Harbourside gives a 2021-2022 timeframe and reports completion in March 2022. Still unpublished are the notice to proceed, daily production, substantial-completion certificate, accepted quantities, payment history and final account.
Works package
The project removed existing dredge spoils, reconstructed the containment cell within the same footprint, increased depth and storage capacity, and added a liner, crushed-sandstone berm and riprap. Design work included test pits, soil sampling, a geotechnical report, berm-stability analysis, topographic survey, utility-clearance review, Civil 3D cut-and-fill modelling, environmental drawings and tender documents. Existing spoils were to be trucked to an approved facility until the new cell was available.
Marine interfaces
The cell is shore infrastructure for harbour dredging rather than a standalone earthworks package. Its berm geometry, liner, filtration and drainage capacity govern how cutter-suction dredge water and sediment can be received, while off-site handling of existing material links marine production to trucking, disposal approvals and environmental compliance.
Commercial evidence boundary
CAD 347,878.45 is the reported construction-contract total for EC015-221514/001/PWJ. No cited source breaks out dredge-spoil removal, trucking, disposal, liner, sandstone, riprap, survey, testing or consultant services. ASDR Canada's CAD 1,358,150 award belongs to a separate 2026 four-channel dredging package and is not a variation or final account on this cell.

ASDR Canada received a separate four-channel dredging award

CW2443650 added a current Saint Edouard channel workstream inside a CAD 1.358 million multi-site package without changing the 2021 cell contract or proving material placement into the cell.

Source

Harbourside reports the containment-cell project completed

The consultant's completion report and exact-site imagery move the cell from an administrative award to reported physical completion, while owner acceptance and final account remain unpublished.

Source

Christian Larocque Services received the construction award

PSPC fixed the named construction prime and CAD 347,878.45 value after an open lowest-price competition for the cell reconstruction package.

Source

DFO-SCH issued the environmental determination

The federal determination allowed existing-spoil removal, cell reconstruction and harbour dredging to proceed with the mitigation measures identified in the assessment.
