Saint-Edouard cell links the 2021 construction contract to later dredging
Harbourside Engineering designed Saint-Edouard-de-Kent's replacement dredge-spoil containment cell, while PSPC awarded Christian Larocque Services LTEE CAD 347,878.45 for construction in November 2021. Harbourside reports completion in March 2022. ASDR Canada's later CAD 1,358,150 award includes Saint Edouard Channel inside a separate four-site 2026 dredging campaign.
Exact-site completion evidence closes the 2021 award gap
CanadaBuys records the construction and later dredging contracts. IAAC provides the 2021 environmental determination. Harbourside describes its design role and technical details, reports completion and supplies exact-site images. The 2026 multi-site award is separate from the 2021 cell contract and is not a variation to it.
Design, cell construction and channel dredging are separate packages
The project record separates consultant design and geotechnical work, a named cell-construction prime, and later operating dredging. Combining those contracts would overstate value, misassign dredging production to the 2021 constructor and hide the cell's role as reusable sediment-management infrastructure. Each package, value and milestone therefore remains attached to its own source.

As-built capacity and later dredging use remain unverified
The IAAC record and tender establish the same-footprint cell reconstruction and spoil-handling interface. CanadaBuys identifies Christian Larocque Services as the CAD 347,878.45 construction prime. Harbourside records its prime-consultant role, detailed scope and March 2022 completion. Public sources do not state the as-built capacity, accepted account, lower-tier allocation or use during later dredging. ASDR Canada's 2026 award confirms a current Saint Edouard channel package but not placement into this cell, mobilisation, measured volume or completion.
