Senegal's fisheries ministry is the national policy authority for fisheries, aquaculture, maritime transport and port infrastructure. Its current official website uses the title Ministry of Fisheries and Maritime Economy (MPEM); the same site still cites the Ministry of Fisheries, Maritime and Port Infrastructure title used under Decree No. 2024-956 and in the July 2025 Cap Skirring launch record. World Bank records identify the ministry as executing agency for the Senegal Natural Resources Management Project, while day-to-day fisheries-component delivery sits with the SENRM project management unit. At Cap Skirring, that makes the ministry and SENRM the owner-side delivery structure; ETIC remains the named works contractor.
