Source basis

PUB is a statutory board under Singapore's Ministry of Sustainability and the Environment and oversees the national water loop, including water supply, reclamation, drainage and coastal flood resilience. Its current DTSS page schedules phased commissioning from 2027, while its Tuas WRP page defines separate domestic and industrial treatment streams and sea discharge for treated industrial water. PUB is the owner, programme authority and eventual operator. McConnell Dowell remains the contractor for Contract 1A, including the 1.8-kilometre nearshore outfall, and Jacobs remains the programme-management and engineering consultant. Substantial completion of the outfall civil works on 14 August 2023 is not presented as plant commissioning, first discharge or accepted operating performance.
