Role in marine infrastructure
Qatar's Public Works Authority, known as Ashghal, plans, procures and delivers infrastructure and public-building projects for the state. At Hamad Port's food-security terminal, it is the owner-side delivery and oversight body reviewing construction, technical installation, remaining work and operational readiness. AlJaber Engineering retains the design-and-build role, while the terminal's eventual operator and sustained cargo performance remain separate evidence questions.
