Ashghal's official overview establishes its planning, procurement, construction, delivery and infrastructure-asset remit. Its June 2026 Hamad Port release identifies the authority as the owner-side body overseeing a project reported at 98%, while also stating that remaining implementation stages and operational-readiness plans were still under review. The Ministry of Transport's 2017 release assigns the design-and-build contract to AlJaber Engineering. The 2022 equipment vessel proves berth access and crane delivery, not integrated commodity handling or whole-terminal acceptance. The inspection image shows a project warehouse interior; it does not establish storage commissioning, operator handover, first food cargo or sustained service. No reviewed source names Ashghal as the future terminal operator.
