Council's service page describes a regional system of dams, weirs, treatment plants, reservoirs and more than 2,200 kilometres of pipelines, while its water-security plan places desalination among the long-lead drought measures. The Toukley page and August 2025 update assign concept design, environmental investigation and approval preparation to Council Water and Sewer.
