Source basis

Codelco describes itself as an independent company owned by all Chileans. Its project page defines an 840 l/s first-stage desalination system at Caleta Viuda, expandable to 1,956 l/s, with marine works, more than 160 kilometres of underground conveyance, three pumping stations and supply to Radomiro Tomic, Chuquicamata and Ministro Hales. The BOOT records make Aguas Horizonte responsible for building, owning and operating the system during the concession. Codelco remains the client, water user, owner-assurance and acceptance counterparty, distribution-system operator after the supply boundary, and future transfer recipient; it is not presented as the marine contractor or current plant operator.
