Role in marine infrastructure
ANP administers, conserves and develops Uruguay's public commercial and recreational ports. At Montevideo it is both the client for Shanghai Dredging Company's inner-harbour campaign and the operator of a public dredging fleet working the port and access channel. Those owner, contractor-client and direct-operations roles need to remain distinct in project records.
