Role in marine infrastructure
The Ministry of Blue Economy and Fisheries leads Zanzibar's policy and public investment for fisheries, aquaculture, marine conservation and the wider blue economy. Under TASFAM, it coordinates and implements the Zanzibar programme through a dedicated project team responsible for procurement, financial management, monitoring, environmental and social compliance, and reporting. Its Department of Marine Conservation manages and develops marine conservation areas and works with coastal communities through Shehia Fisheries Committees. The five areas named in the current buoy package cover 2,161.7 square kilometres in total: PECCA 825.8, MBCA 717.5, MIMCA 337.3, TUMCA 162.9 and CHABAMCA 118.2. For that package, the Ministry is the public client and Zanzibar Marine and Diving Services is the supplier and installer under the USD 266,877.81 contract signed on 12 March 2026.
