Role in marine infrastructure
The Philippines Department of Public Works and Highways is the government's primary engineering and construction arm for national highways, major flood-control systems and other public works. Its Unified Project Management Office-Flood Control Management Cluster manages major flood-control programmes, including the DPWH side of the Metro Manila Flood Management Project. DPWH procured the Libertad Outfall dredging package from Rayman Builders. A November-December 2025 World Bank mission reports all eight DPWH dredging contracts completed, while package-specific quantities, surveys and acceptance remain outside the cited public record.
