ADNOC is Abu Dhabi's government-owned integrated energy group and the developer and client behind Ruwais LNG. Its Petroleum Ports Authority governs Jebel Dhanna-Ruwais port waters, publishes marine notices and controls the port's regulatory framework; Abu Dhabi Petroleum Ports Operating Company (IRSHAD) is the named port operator.
