Port of Newport is an Oregon municipal port district serving Yaquina Bay. It owns and maintains the Marine Operations Center-Pacific property leased to NOAA and oversees the facility's buildings and docks. For the 2026 maintenance-dredging package, the Port is the procurement and owner-side evaluation authority; NOAA remains the tenant and fleet operator, and none of the six bidders is yet a selected contractor.
