Role in marine infrastructure

The Directorate-General for Water and Ports is the Government of Cantabria body presented by the current Puertos de Cantabria portal within the Ministry of Development, Housing, Territorial Planning and Environment. Cantabria's ports law covers the autonomous-community port system and lists Santoña and Suances, including its estuary facilities, among the regional ports and installations. The current 2025-2032 port-plan process covers seven autonomous ports and 29 strategic actions across fishing, recreational, navigation, safety, resilience and municipal-integration needs. The Directorate-General and its Port Service administer port property, services and rates, maintain navigation and harbour infrastructure, and prepare, procure, supervise and direct port works. At Santoña the department separately reports 2026 maintenance dredging and holds the north-basin fishing-quay repair contract with the Cuevas-COMSA UTE. At La Pozona it awarded the harbour upgrade to the SERANCO-Estructuras Condal-Construcciones y Excavaciones Aníbal UTE. Neither award identifies downstream dredging, piling, pontoon, steel, concrete-repair, utility, survey or testing firms, and neither should be treated as proof of mobilisation, executed quantities, reception or final account.
