By 28 November 2025, 1,421 metres of Ebeye's 1,800 metres of new seawall had been built, nearly 80% of the scope. The same implementation report says Hall identified an unexpected rock shortfall and the project team was still developing solutions. The risk sits inside a USD 52,635,577.03 construction contract and a supply chain that moves armourstone from Ras Al Khaimah through deep-water transfer and barge delivery to a constrained atoll work front.

The January 2026 World Bank implementation report controls the 1,421 metres built by 28 November 2025, 6,500 people reported with enhanced resilience, unexpected rock shortfall and unresolved southern-end asset-protection indicator. The World Bank contract API separately records Hall Civil Contracting Pty Ltd, contract 1786103 and the exact USD 52,635,577.03 value. Hall and Haskoning describe 1,800 metres of new seawall and about 65,000 tonnes of intended armour use. Bontrup reports approximately 80,000 tonnes supplied. The 2,100-metre results target includes 300 metres of existing seawall, so all value, tonnage and length figures remain in their own source boundaries.

Coastal delivery and performance implications

The progress number materially changes the picture: this is no longer only a mobilisation and logistics story. It also reveals why delivered tonnage cannot stand in for completion. The remaining 379 metres, the southern-end interface protecting the power station and solar array, and final acceptance all depend on closing the rock gap without losing grading, profile or schedule control.
