Ebeye's 1.8 km defence depends on a long rock-supply route
Ebeye's seawall is not simply a shoreline rock-placement job. Its delivery chain runs from armourstone production in Ras Al Khaimah through a roughly 30-day ocean voyage, deep-water ship-to-ship transfer, customer barges, a dedicated island unloading facility and controlled placement along an exposed reef-edge settlement.
What changed
Bontrup reports approximately 80,000 tonnes of armourstone supplied from Stevin Rock in Ras Al Khaimah, a roughly 30-day voyage and deep-water transfer from the Bontrup Pearl to barges. Hall and Haskoning describe a 1.81-kilometre seawall using about 65,000 tonnes of armour rock and a dedicated unloading facility. The World Bank records the contract as signed on 9 May 2024, the first riprap shipment as arriving on 11 March 2025 and a 2,100-metre protection target that includes 300 metres of existing seawall. These source-specific figures describe different boundaries and are retained separately.
Why it matters
Remote-island coastal protection can fail commercially or technically before the permanent structure is reached. Quarry grading, vessel schedule, transfer weather, barge stability, unloading capacity, temporary access, reef-flat workability and armour placement all sit on the critical path. For Ebeye, supplied tonnage, installed tonnage and accepted protection are three different measures.

At Ebeye, construction risk starts well before the shoreline. Armourstone must leave the quarry with the correct grading, survive the ocean voyage, transfer safely in deep water and reach the work front across constrained island and reef access. Only then can the filter, toe, armour profile, tie-ins and drainage be built to the surveyed chainage. Cargo arrival is therefore a logistics milestone, not completion; owner surveys, post-storm performance and a funded maintenance handover still determine whether the 1.8-kilometre defence works as intended.
