Region Hauts-de-France owns the Boulogne-sur-Mer and Calais port sites. Its Direction de la Mer, des Ports et du Littoral acts as port authority, owner-side project manager and custodian for most breakwaters, jetties, channels, basins, locks and quays. The directorate also operates and maintains non-conceded areas and movable assets while supervising the delegated commercial operation of the port. The Region's 2025 financial outturn records two maintenance-dredging campaigns across the two sites, 667,565 cubic metres removed by trailing suction hopper dredger and EUR 5.3 million of dredging expenditure, plus EUR 1.85 million for bathymetry, sediment analysis, volume estimation and hydrographic follow-up.
