Role in marine infrastructure

FIPAAS is Mozambique's national public investment and asset-development fund for water supply and sanitation. Decree 68/2025 created it on 29 December 2025, repealed the 1998 FIPAG decree and transferred FIPAG's rights, obligations and resources into the new institution. FIPAG remains the contract-era client named on Nacala W-15/23; Jiangxi Water and Hydropower is the works contractor, while regional operators, lenders and every lower tier remain separate parties.
