For PMaxP, the authority is the proponent and package client; it awarded MGN Civil only the surge-protection breakwater. The EPA assessment and Ministerial Statement control the approved environmental envelope. Neither approval nor the programme budget proves that dredging, Berth 1, Berth 6, future Berths 8 and 9 or the tug-harbour packages have been awarded, mobilised or accepted.
