Jury and independence

Recognition decisions require a named, competent, and non-conflicted jury. Names, relevant professional backgrounds, jury roles, and categories served are published before substantive assessment begins. Appointment status is recorded in the current cycle.

Jury composition

Each category decision requires at least three voting jurors. At least two thirds of the voting jury must be external to IMWO and independent of the entries under consideration. Collectively, the jury must cover relevant engineering, delivery, operating, safety, environmental, and evidence-review competence.

Names, professional backgrounds, jury roles, and the categories served are published before substantive assessment begins.

Conflict declarations

Jurors disclose current and recent employment, advisory, financial, family, project, procurement, and other relationships that could affect judgement.

Mandatory recusal

A juror does not receive, discuss, score, moderate, or vote on an entry where a material conflict exists. The recusal is recorded.

Decision quorum

A valid category decision requires at least three non-conflicted voting jurors, including at least two external jurors.

Commercial separation

Sponsors, advertisers, partners, entrants, and data providers have no right to appoint a juror, view confidential scores, or influence a result.

Recorded reasons

Eligibility decisions, recusals, moderation changes, votes, and the final citation are retained as part of the programme record.

Decision roles

Administration and judgement are separate.

Programme administration manages the record; the jury decides merit; an independent reviewer handles eligible challenges.

Programme administration
Receives entries, checks completeness, maintains evidence access, records conflicts, and prepares publication material without assigning merit.
Voting jury
Assesses evidence, records scores and reasons, moderates differences, and decides whether a category produces a recipient.
Technical adviser
May clarify a specialist matter for all jurors but does not score or vote unless publicly appointed as a juror.
Independent reviewer
Considers an eligible challenge and must not have taken part in the original assessment or have a conflict with the entry.

Confidentiality and conduct

Jurors may use confidential material only for the assigned assessment, must protect personal and commercially sensitive information, and must not use entry knowledge for procurement, investment, recruitment, marketing, or competitive advantage. A breach can result in removal and re-assessment by a non-conflicted jury.
